Setting the foundations of Guinea National Diabetes and NCD Program

Objectives

Increase capacity for diabetes care at all levels
Strengthen patient empowerment and participation
Elevate the level of priority given to NCDs through advocacy, screening and awareness
Support coaching and management follow-up by regional teams to further improve diabetes care
Improve diabetes data management in the country’s health information system

Approach

This MoH-led programme, which rests on a strong institutional setup, represents a comprehensive framework building on successful outcomes and structures established under project WDF17-1446. It seeks to replicate and refine the well-functioning model used in the capital city by strengthening and empowering four regions to manage diabetes in a comprehensive and integrated manner targeting all health care levels.

National protocols for diabetes management will be updated and protocols for HIP and co-morbidities developed. Integrated diabetes services will be rolled out at each targeted facility through training, with provision of equipment and comprehensive coaching from regional teams. The involvement of the Global Fund as collaborating partner holds promise for potentially providing diagnosis equipment to HIV/TB patients.

Screening and advocacy campaigns will be rolled out and patient associations and journalists will be empowered to use local diabetes data and advocate for better diabetes care. Advocacy efforts by empowered patient associations can be instrumental in terms of policy and budgetary sustainability.

The MoH will review NCD data indicators for effective collection and integration into national health information systems (DHIS2) and better reporting on diabetes-related data at the national level.

500 HCPs (doctors and nurses) trained
30,000 persons screened for diabetes and hypertension
50 public health facilities strengthened
3,000 women screened for HIP
50,000 patients treated at established clinics
100 data officers trained to report on diabetes indicators in the DHIS2
30 HCPs from central and regional diabetes teams trained in management and mentorship
30 HCPs from the TB/HIV, COVID and maternal health programmes trained as trainers for basic diabetes care
